SEC. 22. Section thirty-two of the same Act is hereby amended to read as follows: "SEC. 32. Refusal to make reports or permit examination. - Any owner agent manager, or other officer-in-charge of any banking institution within the purview of this Act who, being thereunto required in writing by the Monetary Board or by the head of the appropriate supervising and examining department, shall wilfully refuse to file the required report or permit any lawful examination into the affairs of such institution shall be punished by a fine of not more than ten thousand pesos or by imprisonment for not more than one year, or both, in the discretion of the court."
