SEC. 4. The Secretary of Education and Culture is hereby authorized to accept the donation herein mentioned in behalf of the Government of the Republic of the Philippines; This Decree is hereby made a part of the law of the land and shall take effect on the date hereof. Done in the City of Manila, this 19th day of June, in the year of Our Lord, nineteen hundred and seventy-five. (Sgd.) FERDINAND E.
