SEC. 19. Dues— The President of the Philippines may upon recommendation of the Authority increase or decrease such dues, collectible by the Authority to protect the interest of the Government and to provide a satisfactory return on the Authority's assets, and may adjust the schedule of such dues so as to reflect the costs of providing the services; Provided, however, that the rates of dues on all the ports of the Philippines upon the coming into operation of this Decree shall be those now provided under Parts 1, 2, 3 and 6 of the Title VII of Book II of the Tariff and Customs Code, until such time that the President upon recommendation of the Board may order that the adjusted schedule of dues are in effect
