SEC. 21. Remission of Dues, Rates, or Charges— No amount due in respect of dues, rates, or charges prescribed by the Authority under this Decree shall be waived or reduced except: Where the State has arrangements with a foreign government in respect of vessels belonging to that foreign government and such vessels are not normally engaged in the conveyance of cargo or passengers; and For vessels seeking shelter from inclement weather or entering the port for medical help and other maritime necessity.
