SEC. 12. The Wage Schedule. —The following Wage Sche dule, which consists of twenty-ei^ht grades computed on government and government-owned or controlled corporations and financial institutions; g. Provide the required criteria and guidelines, in consulta tion with agency heads as may be deemed necessary and subject to the approval of the Commissioner of the Budget, for the grant of all types of allowances and additional forms of compensation to employees in all agencies of the gov ernment; h. Monitor, gather, compile and evaluate statistical data in gov ernment agencies, including compensation policies and pro cedures, to derive total cost of personal services in the government, including those in government corporation, fin ancial institutions and local .governments; i. Promulgate rules and regulations for the implementation of the provisions of this Decree which, upon approval by the Commissioner of the Budget shall be known as Budget Com mission Rules and Regulations on Compensation and Posi tion Classification; j. Advise and assist insofar as possible provincial, municipal and other local governments on position classification and compensation matters; and k.
