Watchers.

Section 16

SEC. 16. Watchers. —Civil, religious, youth and other similar organizations may designate not more than two watchers each, under written authority to be accredited by the Comelec Supervisory Panel to observe the referendum and the canvass of the results by the National Board of Canvassers.
