SEC. 6. Section 12 of the same Act is hereby amended by inserting a new paragraph to read as follows: "(d) No court shall issue a temporary restraining order (TRO) or a writ of injunction against any provisional asset preservation order or asset preservation, except the Court of Appeals or the Supreme Court."
