Section 6

SEC. 6. Subsection (a), section twelve of the same Act, is amended to read as follows: "(a) To make all appropriations for the expenses of the government of the city, and establish and fix the salaries of city officers and employees whose salaries are not otherwise provided in this Charter, notwithstanding the provision of any existing law or Executive Order to the contrary".
