SEC. 8. The first paragraph of section twenty-four of the same Act is amended to read as follows: "SEC. 24. The City Engineer, his powers, duties and compensation.—There shall be a city engineer who shall be in charge of the department of engineering. He shall receive a salary of nine thousand pesos per annum. The City Engineer shall have the following powers and duties:"
