Penalty.

Section 19

SEC. 19. Penalty.—Any violation of any provision of Section five of this Act shall be a crime punishable with imprisonment from two to six years and a fine from five hundred to five thousand pesos; if the offender is a public officer or employee, he shall in addition to the above penalty be dismissed from the service with prejudice to reinstatement and deprived of all retirement benefits and privileges.
