SEC. 2. Subsection (b), section ten of the same Act, is amended to read as follows: "(b) To make all appropriations for the expenses of the government of the city; Provided, That without the express authorization of the President of the Philippines, the appropriation for the payment of salaries and wages of officers and employees of the city government for any fiscal year shall not be more than sixty per cent of the expected revenue of the city for such fiscal year: Provided, further, That until such time as the operating expenses of the city government can be met by its revenue, the Province of Cavite shall, through its provincial board, appropriate out of its funds as aid to the city amounts necessary to cover said operating expenses of the city."
