SEC. 3. The same Act is amended by inserting between sections forty-one and forty-two thereof a new section which shall read as follows: "SEC. 41-A. Compensation of ex-officio officials.—No official of the Province of Cavite acting as ex-officio official of the City of Trece Martires shall receive any additional, compensation: Provided, That when the financial condition of the city so permits, the City Council may authorize the payment of additional compensation upon previous certification as to the availability of funds by the city treasurer and with the approval of the Secretary of Finance."
