SEC. 2. No person shall be appointed chief of the Isabela Maternity and Emergency Hospital unless he is a graduate of a medical college recognized by the government, has passed the examination for the practice of the medical profession given by the Board of Medical Examiners and has been in the actual practice of the medical profession for at least five years prior to his appointment.
