SEC. 5. The sum of fifty thousand pesos, out of any funds in the National Treasury not otherwise appropriated, is hereby authorized to be appropriated for the operation and maintenance of the Isabela Maternity and Emergency Hospital for the fiscal year nineteen hundred sixty-one to nineteen hundred sixty-two and, thereafter, the same sum or so much thereof as may be necessary to carry into effect the purposes of this Act shall be included in the annual General Appropriations Acts.
