SEC. 7. To carry out the purposes of this Act including the purchase of land, equipment, materials, supplies and the construction of buildings and shops in connection with the work, there is hereby authorized to be appropriated out of any funds in the National Treasury not otherwise appropriated the sum of two hundred thousand pesos for the fiscal year nineteen hundred sixty-one to nineteen hundred sixty-two. Such amounts as may be necessary for the operating expenses of the plant in succeeding fiscal years are likewise hereby authorized to be appropriated out of any funds of the National Treasury not otherwise appropriated.
