SEC. 7. To carry out the purpose of this Act, including the purchase of land, equipment, materials, supplies and the construction of buildings and shops in connection with the Plant, there is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, the sum of one hundred thousand pesos for the fiscal year nineteen hundred sixty-one to nineteen hundred sixty-two. Such amount as may be necessary for the operating expenses of the Plant in succeeding fiscal years shall be included in the annual General Appropriations Acts.
