SEC. 5. The Board of Regents, on recommendation of the President of the University shall appoint and fix the compensation of the directing staff and other personnel of the Academy: Provided, That any law to the contrary notwithstanding, a person with outstanding qualifications, ability and experience as a senior executive, may serve as head of the Academy until the age of seventy years unless sooner removed for cause.
