SEC. 6. The different departments, agencies and subdivisions, as well as government-owned or controlled corporations of the Philippine Government are hereby authorized to utilize savings from any item or items of their appropriations to cover such fees, transportation and other necessary expenses as may be required of their participants attending the Philippine Executive Academy.
