Section 10

SEC. 10. There shall be Provincial, City and Municipal" Census Boards which shall direct the enumeration work within their respective jurisdictions and which shall assume full responsibility for assembling and consolidating census returns and forwarding them through channels as herein provided to the Department of the Interior. The Provincial Census Boards shall be composed of the members of the provincial board, and the City or Municipal Census Boards, of the members of the city or municipal councils, as the case may be.
