SEC. 4. Liability for damages.&mdashThe city shall not be liable or held for damages or injuries to persons or property arising from the failure of any of its officers and employees, jointly or individually, to enforce the provisions of this Charter or any other law or ordinance, or from the negligence of any of its officers or employees while enforcing or attempting to enforce said provisions.
