SEC. 5. Subject to the control and supervision of the University, the Council shall exercise the following powers: (a) To prescribe rules and regulations for the government of the Council and for the operation of the Center as it shall deem necessary and reasonable; (b) To maintain, as adequately as possible, a scientific library and appropriate laboratories for instruction and research in the Sciences, which shall be available to the public under such rules and regulations as it may deem proper; (c) To promote cooperation in the research activities of the University and of other educational institutions; (d) To establish a system of priorities for research projects, particularly in the fields of physics, chemistry, biology, geology, and mathematics; (e) To review and analyze scientific and technological projects, schedules of activities, programs and projects, schedules of activities, programs and project proposals including the progress of projects being undertaken, and to take such measures as may be necessary to accomplish the objectives and policies involved in these activities; (f) To disseminate the results of scientific and technological research and to encourage their practical application.
