Rules and Regulations.

Section 9

SEC. 9. Rules and Regulations. — The Board may, with the advice and consent of the Commissioner of Civil Service and subject to the approval of the President of the Philippines, adopt such rules and regulations as may be necessary to carry out the provisions of this Act. Penal provisions shall be included in said regulations.
