Repeal and separability clause.

Section 5

SEC. 5. Repeal and separability clause.—All laws, parts of laws, orders, ordinances or regulations in conflict with the provisions of this Act are hereby repealed. If any provisions of this Act or the application thereof to any person or circumstances is declared invalid, the remainder of this Act shall not be affected by such declaration.
