Section 5
SEC. 5. The officers and employees holding the positions above referred to shall receive the salary rates provided for in this Act, the provisions of any law to the contrary notwithstanding: Provided,That no officer or employee rendering service in the Administrative Division, Accounting Division, Finance and Budget Division, Library, Offices of the Secretary and Undersecretary, Department of Justice, as of the approval of this Act shall, by reason thereof, be removed from office or be demoted in rank or salary except for cause and upon compliance with due process of law.
