SEC. 3. When a barrio captain or a councilman becomes fully and permanently incapacitated or disabled arising out of and in the course of the performance of his duties, the barrio captain shall be paid disability insurance proceeds of three thousand pesos, and the councilman in the amount of two thousand pesos. Anyone availing the benefits under this Section cannot benefit from Sections four and five hereof.
