SECTION 1. Any provision of law to the contrary notwithstanding, the municipalities of Batuan, San Fernando, San Jacinto and Monreal in Ticao Island, and the municipalities of Claveria and San Pascual in Burias Island, Province of Masbate, are hereby constituted into one high way engineering district, which shall be known as the Second Highway Engineering District of Masbate, with headquarters in the Municipality of San Fernando.
