SEC. 22. Penalties.— (a) Any public officer committing any act or omission in violation of Sections six, eight, fourteen, sixteen, seventeen and twenty-three of this Act shall be punished with imprisonment of not less than six months nor more than one year or a fine of not less than one nor more than two thousand pesos or both at the discretion of the Court. (b) Any public officer violating any provision of Section four and Section twenty-three of this Act shall be punished with the same penalty prescribed above: Provided, That said violation proven in a proper administrative proceeding constitute misconduct in office and shall be sufficient cause for suspension or dismissal of a public officer even if no criminal prosecution is instituted against him: Provided, finally, That he shall also suffer perpetual disqualification to hold any public office.
