Section 1

SECTION 1. Any provision of law to the contrary notwithstanding, the Third Representative District of the Province of Leyte is hereby constituted into a separate engineering district, with its office at the Municipality of Villaba: Provided, That the existing engineering district in the Sub-province of Biliran which is also situated in the Third Representative District, shall remain a distinct and separate entity. The district engineer for said engineering district shall be appointed in accordance with existing laws.
