Section 13
SEC. 13. This franchise shall be subject to amendment, alteration or repeal by the Congress of the Philippines when public interest so requires and shall not be interpreted as an exclusive grant of the privileges herein provided. Any term or terms or authorized services more favorable than those herein granted, that in the past have been granted or in the future might be granted in a similar franchise or temporary permit by Congress to any competing person, natural or juridical, tending to place the herein grantee at any disadvantage, shall ipso facto become a part of the terms hereof and shall operate equally in favor of the grantee as in the case of said competing person.
