SEC. 84. Authority of the City to acquire private for sale to residents.-Quezon City is hereby authorized to acquire private lands in the city to subdivide into home lots for sale on easy terms to city residents, giving first priority to the bona fide tenants or occupants of said lands, and second priority to laborers and low-salaried employees and veterans. For the purpose of this section, the city may raise the necessary funds by appropriation of general funds, by securing loans or by issuing bonds, and, if necessary, may acquire the lands through expropriation proceedings in accordance with law, with the approval of the President. The lands acquired under this section shall be administered in the same manner as those mentioned in section eighty-one and the conditions prescribed in the proviso of section eighty-two shall be applicable to the resale of the lands thus acquired.
