SEC. 4. There shall be created a pension board in each and every Chartered City to be composed of the City Mayor, as Chairman, and a member of the Municipal Board who shall be designated by that body, the City Treasurer, the City Auditor, the Chief of Police and the Chief of the Fire Department for the purpose of passing upon the qualifications of the applicants. A majority of the members of the Board shall constitute a quorum to do business, and the affirmative votes of three of its members is at least necessary to approve or disapprove an application. The decision of the Board shall be final unless appealed to the Secretary of the Interior within a period of three months from the receipt of such decision. That for the purpose of this Act and to secure uniformity, the Department of the Interior shall cause to prepare such rules and regulations and the necessary forms which shall have a mandatory effect.
