SEC. 79. Execution of authorized public works and improvement.—All public works construction, repair and improvements of the city shall be carried out by administration by the office of the city engineer under the direct supervision and direction of the city mayor. The approval of the plans and specifications thereof by the city mayor with the favorable recommendation of the City Council and the city engineer shall constitute sufficient warrant for the undertaking and execution of said projects. For justifiable reasons, the mayor, with the advice and consent of the city council, may also have said work done totally or partially by contract, upon advertising for bids therefor: Provided, That in the case where the funds are borrowed from private persons or institutions and not obtained from taxes or any other governmental source public bidding may be dispensed with.
