SEC. 14. Powers and duties of the Agricultural Guarantee Fund Board.—The Agricultural Guarantee Fund Board shall lay down the policies governing the Agricultural Guarantee Fund and promulgate such rules and regulations us may be necessary to insure the effective and efficient implementation of such policies. The Board shall take steps to integrate the existing Agricultural Guarantee Loan Fund and shall submit proposed legislation to this effect, if necessary. Within thirty days from the opening of every session of Congress, it shall submit to the Joint Committee created under this Act an annual report on the status of the Fund, showing among others, the total amount of the Fund, the details of investment and returns on these investments, and amounts actually spent to pay off the guaranteed losses or uncollectible debts.
