Section 17

SEC. 17. Requirements for ACA loans.—The loans shall be extended by the Agricultural Credit Administration under the same terms and conditions set forth in Section fifteen of this Act: Provided, however, That priority shall be given to areas where there are no rural banks, or whew the rural banks therein do not avail of the guarantee provided in this Act.
