SEC. 3. The ceramic processing plant shall be headed by a chief ceramic technologist and shall have such other personnel as may be necessary. They shall be appointed by the Chairman of the National Science Development Board, upon recommendation of the Commissioner of the National Institute of Science and Technology, subject to the approval of the said Board. The chief ceramic technologist shall be responsible for the effective and efficient operation of the ceramic processing plant. He shall be under the operational direction and supervision of the Commissioner of the National Institute of Science and Technology.
