Section 7
SEC. 7. To carry out the purposes of this Act, including the purchase of land, equipment, materials, supplies and the construction of buildings and shops in connection with the plant, there is hereby authorized to be appropriated, out of any funds in the National Treasury not otherwise appropriated, the sum of one hundred thousand pesos for the fiscal year nineteen hundred seventy-three. Such sum as may be necessary for the operation of the plant in subsequent years shall be included in the annual General Appropriations Act.
