SEC. 7. Upon the organization of the new municipality, the proportionate share of the new Municipality of Tulay-na-Lupa in the obligations, funds, assets, and other properties of the Municipality of Labo shall be determined by the Provincial Board of Camarines Norte and transferred to the newly created municipality.
