§ 31 — Who is the maker of a broadcast

31. The maker of a broadcast is —(a)

the person who broadcasts the relevant visual images or sounds (or both); and

(b)

in the case of direct broadcasting by satellite — the person who transmits the relevant visual images or sounds (or both) to the satellite transponder.
