Establishment of National Council of Social Service
Open ↗3. A body called the National Council of Social Service is established, which is a body corporate with perpetual succession and a common seal and with powers to sue and be sued in its corporate name and to perform any other acts that a body corporate may by law perform.

Open ↗4.—(1) The common seal of the Council must be kept in such custody as the Council may direct.[Act 3 of 2026 wef 01/08/2026]
(2) All deeds, documents and other instruments requiring the seal of the Council must —(a)
be sealed with the common seal of the Council; and
(b)
be signed by the Chairperson and the Chief Executive Officer or some other person duly authorised by the Council for the purpose.[Act 3 of 2026 wef 01/08/2026]
(3) All courts, judges and persons acting judicially are to take judicial notice of the common seal of the Council affixed to any document and presume that it was duly affixed.
(4) Section 11 of the Registration of Deeds Act 1988 does not apply to any instrument purporting to have been executed under subsection (2).

Open ↗5.—(1) The Council consists of at least 15 but not more than 27 members.
(2) The members of the Council are —(a)
a Chairperson to be appointed by the Minister;
(b)
the Chief Executive Officer;
(c)
the chairperson of the Community Chest;
(d)
subject to subsections (1) and (4), at least 7 members to be appointed by the Minister, from a list of nominees to be submitted by the Chairperson; and
(e)
subject to subsections (1) and (4), any number of other members to be appointed by the Minister.
(3) The list of nominees to be submitted by the Chairperson to the Minister under subsection (2)(d) must consist of persons nominated by sector members, except that the Chairperson may exclude any nominee whose nomination does not meet the prescribed requirements in regulations made under section 37(2)(ba).
(4) The number of members appointed under subsection (2)(d) must be at least half of the total number of members, excluding the Chairperson.[Act 3 of 2026 wef 01/08/2026]
