ข้อ ๑
ข้อ ๑ ให้บุคคลซึ่งเป็นผู้เชี่ยวชาญจากสรรพากรและศุลกากรสหราชอาณาจักร (HMRC) เป็นเจ้าพนักงานประเมินตามมาตรา 16 แห่งประมวลรัษฎากร เฉพาะการดําเนินงานในส่วนที่เกี่ยวข้องกับการให้ความช่วยเหลือภายใต้โครงการ Tax Inspectors Without Borders (TIWB) ตามบันทึกความเข้าใจระหว่างกรมสรรพากรกับสรรพากรและศุลกากรสหราชอาณาจักร (HMRC) (Memorandum of Understanding Between Her Majesty’s Revenue and Customs of the United Kingdom of Great Britain and Northern Ireland and The Revenue Department of Thailand) ซึ่งจัดทําขึ้นเมื่อวันที่ 9 มีนาคม พ.ศ. 2564 และข้อตกลงปฏิบัติงานระหว่างกรมสรรพากรกับสรรพากรและศุลกากรสหราชอาณาจักร (HMRC) และ Mr. Chris Brolly และ Mr. Anthony Clark (Deployment Arrangement Between Revenue Department of Thailand and Her Majesty’s Revenue and Customs of the United Kingdom of Great Britain and Northern Ireland and Mr. Chris Brolly and Mr. Anthony Clark) ซึ่งจัดทําขึ้นเมื่อวันที่ 9 มีนาคม พ.ศ. 2564
