1. Forestry improvement as referred to in Article 1 (3) (f) shall comprise afforestation measures, measures to improve deteriorated forests and other necessary supplementary measures such as the construction of forest roads, the control of fast flowing streams and fire protection.
2. The measures referred to in paragraph 1 must be necessary for the improvement of agriculture in the area concerned by means of soil and water conservation.
The following particulars must appear in the programme referred to in Article 1 (4):
- the nature of the work, the area covered by the measures to be taken and the location thereof,
- an estimate of the cost and of the financial resources earmarked for this purpose,
- the economic importance of these measures to the agricultural sector in the regions in question, including the consequences for producers.
