The aid which the Belgian Government notified the Commission by letter dated 20 July 1983, in favour of a synthetic fibre producer at Zwijnaarde and of a textile group which was to take over and operate the Zwijnaarde plant, is incompatible with the common market within the meaning of Article 92 of the EEC Treaty. The said aid shall therefore be withdrawn and that part of it relating to the second phase of the project due to be executed on 1 January 1984 shall not be paid.
