Decision 2014/486/CFSP is hereby amended as follows:
(1)
Article 2 is replaced by the following:
‘1. EUAM Ukraine, as a non-executive civilian CSDP mission, shall aim to:
(a)
ensure the implementation of the Overarching Strategic Plan for the Reform of the Entire Law Enforcement Sector in Ukraine (OAS) and its Action Plan, and other relevant reforms across the civilian security sector, also with a view to combatting organised and transnational crime effectively, including in support of Ukraine’s accession-related commitments;
(b)
support the smooth re-establishment of the Ukrainian government functions and the rule of law in de-occupied areas, including with the aim of managing and reconciling social tensions, encouraging inclusive development;
(c)
support the development of effective capacities and capabilities for Ukraine’s Integrated Border Management with an emphasis on preventing and combatting all forms of smuggling;
(d)
contribute to the international efforts to ensure accountability for international crimes by providing support for their investigation and prosecution.
2. For those purposes, EUAM Ukraine shall:
(a)
advise and mentor relevant Ukrainian authorities at central, regional and local levels in conducting and implementing civilian security sector reforms, with a central focus on the implementation of the OAS, including as regards reforms related to accession to the Union;
(b)
in support of the reform process, contribute to building the strategic and operational capacity and capabilities of the Ukrainian Law Enforcement Agencies, the Office of the Prosecutor General, the Security Service of Ukraine, and other relevant Ukrainian authorities;
(c)
support the restoration of a central, regional and local state presence and the civilian security sector functions in the de-occupied and adjacent territories;
(d)
provide strategic advice, mentoring and training for the reform of Ukraine’s Integrated Border Management, including on maritime aspects, contributing to combating all forms of smuggling, as well as border management-related corruption, organised crime and transnational crime;
(e)
support Ukrainian authorities to facilitate the investigation and prosecution of international crimes in accordance with Article 2a.’

In Article 2a, paragraph 2, point (c) is deleted.

Article 2b is deleted.
(4)
In Article 14(1), the following subparagraph is added:
‘The financial reference amount intended to cover the expenditure related to EUAM Ukraine for the period from 1 June 2024 to 31 May 2027 shall be EUR 122 900 000.’
(5)
Article 18 is replaced by the following:
‘A strategic assessment of EUAM Ukraine shall be conducted by 31 December 2025.’
(6)
In Article 19, the second paragraph is replaced by the following:
‘It shall apply until 31 May 2027.’
