COMMISSION DECISION
of 25 July 2025
amending Decision 2011/C 253/04 of 29 August 2011 setting up a Payment Systems Market Expert Group as regards its period of validity

THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Whereas:

By Decision 2011/C 253/04 of 29 August 2011 ( 1 ) the Commission set up the Payment Systems Market Expert Group. That Decision is to apply until 31 December 2025. The expert group is comprised of various types of payment service providers and users whose primary tasks are to assist the Commission in preparation of policy initiatives regarding payment services, to provide insight concerning practical implementation of those initiatives and to exchange views on best practices or potential issues of concern for the payment services market.

In the context of rapid innovation and technological progress in the payments market, there is a perpetual need for the Commission to receive market expert advice on how to ensure payment service users’ access to convenient, innovative, efficient and secure payment services which are underpinned by interoperable payment solutions and resilient payment systems, and by the level-playing field conditions for various types of payment service providers.

Various initiatives across Europe are taken in order to encourage and drive the market towards greater standardisation, innovation, sovereignty and prevention of payment fraud under the auspices of, among others, the Euro Retail Payments Board and the European Payments Council. Having regard to those initiatives, the need for a formal forum which represents a broad up-to-date range of payment service provider and user categories and which allows for a structural exchange of views still remains. It is therefore appropriate that the Payment Systems Market Expert Group continues its work for another five years.

The Decision 2011/C 253/04 of 29 August 2011 should therefore be amended accordingly,
HAS DECIDED AS FOLLOWS:
Sole Article
In Article 8 of Decision 2011/C 253/04 of 29 August 2011, the date ‘31 December 2025’ is replaced by the date ‘31 December 2030’.
