Article 7

Where it is apparent that the provisions to be presented for negotiation relate to the commercial policy of the Community, the Commission shall submit a detailed report to the Council forthwith, accompanied either by recommendations requesting that the Commission should be authorised to open the necessary negotiations, or by proposals for autonomous Community action.
