Article 4

The improvement of rural infrastructure referred to in Article 1 (3) (a) shall include: (a) the provision of electricity and drinking water supplies for farms and villages or parts of villages whose inhabitants are dependent principally on agriculture; (b) the construction and improvement of farm roads and local roads used mainly for agriculture and forestry.
