Article 1

1. The detailed rules set out herein shall apply for the purposes of the free supply of bread-making common wheat to Romania as provided for in Regulation (EEC) No 597/91. 2. All supplies shall entail an invitation to tender for supply costs as defined in Article 2 (2).
