Article 2
of Regulation (EEC) No 1676/85, that amount shall be converted using the conversion rate applying on the closing date for the submission of tenders and published in the 'C' series of the Official Journal of the European Communities. Tenders shall be valid only where they are accompanied by: (a) an application for an export licence quoting a reference to Regulation (EEC) No 597/91, to be entered in Section 22; (b) proof that a tendering security of ECU 10 per tonne has been lodged. Tenders not submitted in accordance with this Regulation and the invitation to tender shall not be valid. Tenders may be neither amended nor withdrawn.
