Article 1

1. The Commission has established that the investment costs for the electric arc furnace and the de-dusting installation, the construction works and the contribution to costs for the construction of the current-supply facility, amounting to DM 62,7 million, are not to be considered research and development (R & D) costs. 2. The Commission has established that State aid amounting to DM 20,675 million is not compatible with the common market for steel and prohibited by point (c) of Article 4 of the ECSC Treaty.
