Article 1
Establishment of the programme 1. This Decision establishes a Community action programme supporting and complementing the action undertaken by Member States in the customs field. 2. The action programme shall be called the 'Customs 2000 Programme` and shall be implemented for the period 1 January 1996 to 31 December 2000. 3. For the implementation of this programme, Community action shall be based on the common framework of objectives referred to in Article 4. 4. The procedure for implementing and evaluating this programme shall be as laid down in Articles 3 and 17 respectively. 5. For the purposes of this Decision, 'customs administration` shall mean the public administration which is empowered to enforce customs legislation.
